    I have asked this question a few times, and even called the St. Petersburg office and after 3 different people I never got a straight answer. Most where confused and asked if you are not "selling fish" why are you calling. Yet I do know the local law enforcement has been asking for the operator card. Most captains I talk with say they have a operator card, but the vessel does not have a permit. According to St. Petersburg if you are "selling fish" the operator card is no good without a vessel permit.

    I KNOW that charterboats have to have the operator and the dolphin wahoo permit- anyone who wants to question that can ask Stu Windsor and his bank account. Private boats I believe do NOT need the dolphin wahoo.

    I will second Frankys comments, If you are running charters you need the operator card AND the dolphin/wahoo permits.

    Just a heads up!
    MAKE SURE EVERYONE HAS IT!
    Make a note on your steering wheel tell yourself to make sure everyone has it before leaving the doc.
    Don't take anyone's word for it.
    If you decide you are good with what you have then fine.
    Its so easy to have a crew member show up last minute and completely forget to ask.
    I dont know the rules the wmo put out but I also know the enforcement officials have been around the docs none stop.

    Just get everything you think you made need so you are protected....
