There is a lot of info here ,but I still don't see if can it be done without a drop back?

I've been curious about this too.
I have caught Tuna & Mahi on Circles while Billfishin. I treat each bite like it is a Billfish and have still caught Tuna & Mahi. If I am strictly TUNA fishin I'm not pullin Ballys with Circles, I'm pullin Ballys with Js. Why would anyone be TUNA fishin with Ballys on CIRCLES on the troll anyway, I'm confused here!!!
Treat each bite like a billfish... You will need to use circles in any tournament you attend that offers prizes for bilfish regardless of what species you are seeking... My crew has adapted well to their use catching billfish, dolphin, various tuna species, even toothy species like kings and wahoos this season on circles with light mono leader.
I would not recreationally target tuna with them but they do work.
By "treating each bite like a bill fish" do you mean you drop back on each fish?
Twist the line in the clips 10 times and fish the line in freespool/ clicker on.

From the info i have been gathering is that the circles need to be trolling in all and any natural baits.. If you are trolling jets, and other forms of stuff you can have straight j hooks in them from what i am getting...
If i am wrong someone please stop me! lol I need to get this straightened out! hahah
Hey deep you doing mako mania and JCSA this year?!
I want to meet up at the captains meeting.. i will buy you a jack and coke minus the jack. lol
If you are fishing in a tournament that has a category where a prize is issued for billfish, circle hooks must be used in any natural bait that is trolled whether it is naked or has a skirt, jet head, etc.. in front of it. Circle hooks are not required for tuna fishing.
