Am I completely stupid or is this article just plain wrong?

Ok I have a private boat that we are just getting ready to take out for the first time, Does everyone on board need a HMS permit? I thought it was for the boat not each person on board. We all have our NC CRFL's but dont want any issues.

The HMS covers the boat. If each of you have NC CRFL and you have the HMS permit for the boat, then you are good to go.

thats what I thought. After reading some of this I wanted to make sure there wernt any changes.
