Welcome to SFC! I'm not sure how it is in March, but I was in that area last January. We fished the rocks offshore just northwest of that whale's tail and hammered the pargo and rooster. I posted a report when I got back:
From what I have heard the surf fishing really depends on the moon and the tide. Especially around the river mouths, My friend that lives down there fishes the river mouth in Dominical pretty often for Snook, but only goes when the tide is just right. Sometimes that means he is out there at 2 in the morning.
