The Chugach National Forest (CNF) has identified a merit promotion opportunity. The Forest Service has an open continuous roster (OCR) available for this position. We will be requesting a referral list from announcement PERM-OCR-0482-579-FISHBIO-G and PERM-OCR-0482-579-FISHBIO-D at the GS-7 and/or GS-9 level to be issued on January 15, 2011.

Please submit your application no later than January 14, 2011, 7:59 p.m. Alaska time.

Description of Duties: This position will be responsible for assisting the Prince William Sound Aquatic Program Manager and GS-11 Fisheries Biologist with the management of the fisheries and watershed program on the Cordova Ranger District and the portion of the Glacier Ranger District that encompasses Prince William Sound (PWS). The incumbent will work with the PWS Aquatic Program Manager and GS-11 Fisheries Biologist to coordinate the fisheries and watershed program, facilitate budgets and partnerships, and provide leadership for aquatic staff serving the Prince William Sound Zone. Individually or as part of a team assignment, the incumbent provides expertise and assistance in fishery resource management. This position will require significant field work as well as completing data analyses, and writing reports, NEPA documents, grants and project proposals. The two districts have well-established fisheries and watershed programs focusing on cutthroat trout and Pacific salmon habitat enhancement and restoration. The PWS Zone includes the entirety of Prince William Sound which is predominantly “wild”, but it does have management challenges as the area was affected by the 1964 earthquake and also encompasses the area of the Exxon-Valdez Oil Spill. PWS Zone also includes the famous Copper River Delta, which has a special management mandate from Congress to manage for fish and wildlife and their habitats. Work projects are varied and somewhat untraditional. Most work is accomplished in very remote locations that are accessed either by boat or small aircraft. In many cases, the incumbent will be the boat operator.

Employment Conditions: This is a field-going position; the individual will be required to carry a firearm in the field (requires drug testing and background security investigation) and must have a valid driver’s license.

Work Environment: As a zone position, frequent travel will be required between the two district offices. Alaskan field logistics will also require the incumbent to travel via boats, airplanes and helicopters to remote work sites. This position may require working in remote field camps in adverse conditions for extended periods of time using alternate work schedules (including weekends).

QUALIFICATION REQUIREMENTS: Those who are interested in this opportunity must meet the qualification requirements for the GS-0482-7/9. Qualifications are covered in the OPM Qualification Standards Handbook. These standards are available on the Internet at http://www.opm.gov/qualifications/index.htm.
