Description of Work
The biologist II is responsible for developing, coordinating, and overseeing a fishery observer program for protected species interactions, finfish by catch and discard in commercial and recreational fisheries. The biologist II will work closely with other state and federal agencies on research that addresses by catch of protected species listed under the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA) and bycatch of birds listed under the Migratory Bird Treaty Act. This position is responsible for all observer work in all NCDMF districts on species that are cooperatively managed by NCDMF, NMFS, and the Atlantic States Marine Fisheries Commission (ASMFC). The employee will supervise one fishery technician and three or more at-sea observers to ensure division projects, federal aid projects, and program goals are met. The biologist II will prioritize and schedule observer activities, conduct performance evaluations for those he or she supervises, respond to public inquires, attend public meetings and hearings, and promote good relationships with commercial and recreational fishermen.
Knowledge, Skills and Abilities
Considerable knowledge of fisheries science applicable to coastal fisheries management; knowledge of fishing and fishing gear, working knowledge of the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA) and the Migratory Bird Treaty Act; demonstrated knowledge of project design, analysis and interpretation of project results; demonstrated ability to produce, edit, and review scientific reports and proposals; working knowledge of boat handling and Coast Guard navigation rules of the road. Significant communications skills and personnel management skills are required. Applicants under the age of 26 must be in compliance with General Statute 75A-16.2 – certificate of safe boat operation.
Training and Experience Requirements
Graduation from a four-year college or university with a major in marine biology, fisheries science or closely related curriculum and three years of experience in marine biology and/or environmental work; or an equivalent combination of training and experience.
