I represent Professional Performance Development Group, a government vendor with 26 years experience serving federal agencies across the nation. We are currently recruiting for a Fishery Biologist to work for the National Marine Fisheries Services at the office located in Panama City, Florida.



This is a five year contract with an immediate start date. Seventy percent of the work will be performed at the Panama City location. The remaining time will be field work conducted in the Florida panhandle, Alabama and Mississippi. Please find below the requirements of the position. Objective: The Contractor shall provide the services of and perform the duties of a Fishery Biologist as specified below to the U.S. Department of Commerce, NOAA, National Marine Fisheries Service, Habitat Conservation Division, Panama City Field Office, which is located in Panama City, FL. The Contractor will assist the Gulf Branch Chief in conserving, protecting, and restoring habitats in the northern Gulf of Mexico that support sustainable fishery populations and healthy ecosystem functions. The Contractor will participate in projects and activities to enhance the management of habitats in the coastal areas of northwest Florida, Alabama, and Mississippi. The Contractor will facilitate, conduct, and coordinate reviews and analyses on coastal habitat projects and related issues.



Specific Duties - The Contractor shall perform Fishery Biologist duties as described below:

· Applies knowledge of programs, policies and regulations to fishery resource problems which are usually of a limited range and/or non-controversial nature.

· Conducts assessments of projects or license applications to determine impacts on essential fish habitats

· Assists in developing policies, agreements and restrictions for the conservation and management of fishery resources

· Conducts analysis of data and preparation of reports.

· Prepares comments and recommendations to state and federal action agencies that identify potential adverse impacts to essential fish habitat and recommend mitigation needed to minimize adverse impacts

· Provides advice and guidance to prospective permit applicants concerning environmentally acceptable project designs

· Participates in interagency review meetings and project inspections



Educational Requirements:

A degree in one of the following fields or a related field:

Fishery Biology

Marine Biology

Marine Ecology





Position Requirements:



· Must have demonstrated knowledge of the coastal habitats of the north central Gulf of Mexico and the biota of the area.

· Must have knowledge of federal environmental laws, such as the Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act and Clean Water Act, and their operating procedures.

· Must have sufficient knowledge of fisheries and their habitat relationships to: conduct individual and cumulative impact assessments for complex water development projects; draft alternatives analyses; and apply habitat creation, restoration, and enhancement theory and techniques.

· Must have the demonstrated ability to prepare written reports, environmental assessments, and portions of impact statements in a manner that is clear, concise, and logical.

· Must have the skill and temperament to work productively with the public and other governmental and non-governmental entities—occasionally in an adversarial situation—to resolve conflicts and encourage cooperative partnerships.

· Must have the ability to work in harsh and often difficult environments inherent in conducting field investigations within the coastal areas of the Florida panhandle, Alabama and Mississippi. Field work can involve extended foot travel, boating, or riding in various vehicles to reach and inspect project sites.

· Proficiency in the use of Microsoft Office, particularly Word and Excel, and other common software programs.

· Must have a valid driver’s license



Government Furnished Properties: The Government will provide all necessary space, equipment and supplies to perform this contract to include: a computer with all required software, field gear, Government owned vehicle, telephone and facsimile capabilities, copier, and office supplies. Training as required by NOAA policies, such as Information Technology Security, and Safety Training, will be provided.
