There has got to be more to this story then what were seeing...just my thoughts.
An HMS permit is required to fish for tuna in federal waters. You can fish for tuna in state (coastal) waters w/out a permit. MA doesn't have a saltwater permit...at least not yet.
But you need an HMS permit to keep them. Sound about right?

summer of 03, i know of 2 tuna caught surf casting from outer beach in chatham. and witnessed no fewer than three tunas beached infront of the life guard stands at nauset beach in orleans.
The guy was in a wetsuit though... I cant figure it out.
The fish had to be injured or something to allow them to get that close to begin with... I just dont get it.![]()
I still believe you do need a hms permit even fishing from shore to keep the fish, two years ago when the bluefin came in so close, we had caught some from the breachway at West beach in RI. I believe same goes for Bonita!How did the fish get trapped up on the pilins????
