Penn senators reels 113-114h with penn senator rods if your a penn guy... Most guys form NE fishing the bank will not disagree.... Unless u wanna go Avent diawa or shimano reels with some other combo rod depending on what you want to spend. But for around 250 rod reel combo I think that's the best for the $$.... Plus it's a solid bass/ blue setup
The old 113 senator combo was a great value cod fishing set up, however it has been my experience that the newer 113's (particularly the 113h2's) are sub par. If you do a decent amount of cod fishing spend the money on a nice set up (or ideally 2). For a real I'd highly recommend using something with around a 6:1 ratio. The high speed is tough to get used to and you will likely pull the hook on a few haddock before you learn to slow down and take your time when you are hooked up, but all those times you move, reset a jig, or check bait, you will love the high gearing. I use an Avet lx 6, a daiwa saltist 35 two speed and a daiwa 40 one speed. Avet is a little bigger but the size gives you a little more power on bigger fish. I use the Avet on my jigging rod. The Daiwas are tiny and really light so i use them both for bait and vertical jigging.
For rods, it really depends on how you like to fish. I worked 11 years on a charter boat, and I've seen people catch 30 haddock alone with a stand up tuna rod while everyone with 400$ custom rods sat around watching. That said, look for something light but well built. I use a lamiglas cgbt98xh for jigging and a little butterfly rod for vertical jigging and bait, but sometimes ill throw a bait rig on the lami and catch fish just fine. I think a jigging rod can be used for bait fishing pretty well, but a short bait rod can't be used properly for jigging because it doesn't have the backbone or length to give proper action. If you don't jig much then go with something 6-7' with a medium to fast action and a soft tip, but if you like to jig then go with a stiff 8' medium or slow action with a heavy tip.

A Shimano Trevala rod with a Torium 30 reel. Light. Spooled with braid, has great sensitivity even to 300+ feet. Can jig all day, and it can actually land a mid-50" or under BFT if you happen to attract the "wrong" fish.
