Pods of Small Fish In southern CC bay

Trolled our buts off saturday and sunday. We located the fish, dialed in the spread, but no takers. A lot of top water guys were working too with no reward. I am not sure if they were just pushing water for digestion purposes, or if i just could not match the hatch, but if anyone else wants a try, I saw them saturday at slack tide 90' fishing ledge in between the pilgrim power plant and p town. Saw some smaller pods spread around sunday. There were scattered pods everywhere on the way back to plymouth. As an aside, I saw one giant. It was located north of the CC bouy, and was eating some pretty large fish...Striper??
