So what exactly was your buddies explanation for the shut down? The whole fishery? the General? the Angling? the Harpoon? I am curious?
I've been boarded by the Coast Guard a mile off of Green Harbor and had the fish measured, checked all of my licenses and wanted to know every detail.

There lies the problem, no consistency??? I perhaps misspoke about the Coast Guards enforcement capabilities, but as far as writing regulations I do not think they have input.

You are correct. My brother has been in the coast guard going on 5 years and he has told me that they would rather board a boat to check for safety issues rather than fishing regulations. Not every boat team is equiped with a fisheries officer. In that case the boarding crew is usually clueless to the current fisheries information and would have to call in and find out the current regulations. It's not that they are lazy or do not want to enforce the laws its just that many times they are not current with the ever changing laws.

I know a lot of the coasties fish for tuna on their days off. They also were pressing for a lot of information regarding area caught, how caught...
