If you are referring to the restriction to only max. 2 hooks (including teasers) as it formerly applied to jigging for cod, haddock, etc., in federal/EEZ waters, I believe that regulation was officially eliminated a couple/few years ago. But I think 1 whole treble hook was counted as 1 hook.

Each angler is limited to one line. There is no
limit to the number of hooks per line per person.
that's interesting - the party boat I've been going out on for most of 2011 has been enforcing the two hook limit. (would rather not say who they are but they operate out of Gloucester). I just couldn't figure how the treble hooks played into this, but thank you for the clarification!
