    HARTFORD, Ct. — New tax proposals in Connecticut could affect the boating industry and boat owners with increased taxes.

    Gov. Dannel Malloy, in a proposal issued on Feb. 15., suggests a sales tax increase from 6 to 6.25 percent. It also includes eliminating a sales tax exemption for, among other things, boat service fees, which include boat storage and repair. There’s also a proposal for an additional sales tax increase to boats selling for more than $100,000.

    Under the proposal, fuel tax would increase by 3 cents for gasoline and 2 cents for diesel.

    The proposed tax hikes, which extend beyond boating, is expected to give the state an additional $1.5 billion in revenues.

    Would almost be palateable if it went to pay bills but someone will just get a raise from the extra money! That sucks

    A legislative committee vote on a controversial component of Gov. Dannel P. Malloy’s budget plan that would begin taxing private boats and aircraft as personal property was placed on hold Monday.

    State Rep. Patricia Widlitz (D-Branford, Guilford), co-chairwoman of the Finance, Revenue, and Bonding Committee, said discussions continue on that measure and other possible changes to the governor’s package of tax increases.

    “We had thought perhaps it would be ready today so we put it on the agenda just in case, but it’s on hold,” Widlitz said after the committee meeting. “But we’re meeting tomorrow, so you never know.”

    The bill would allow municipalities to levy property tax on boats and planes at a rate of 20 mills. The tax would be collected in the towns where the owners’ reside.

    Benjamin Barnes, the governor’s budget chief, has testified that the tax is projected to generate nearly $43 million a year for towns and cities.

    Connecticut’s boating and aviation industries have strongly opposed the tax measure.

    IMPORTANT DEVELOPMENT ON PROPERTY TAX ISSUE

    The Finance, Revenue and Bonding Committee is close to abandoning the proposal to permit municipalities to impose the property tax on boats.

    The Connecticut Conference of Municipalities is vigorously challenging this - they want the provision to stay in the bill so their member towns can reap the financial windfall from this new tax source.

    PLEASE CALL MEMBERS OF THE FINANCE COMMITTEE AND ASK THEM TO MAKE SURE THAT THE PROPERTY TAX IS NOT IMPOSED ON BOATS. Tell them it currently is included in House Bill 6387.

    Background - HB 6387 contains a provision that would let municipalities tax boats at 20 mills. It is a local option to do so. The committee's leadership is proposing to delete this from the bill. A vote on the issue could come at the committee's next meeting later this week. Please ask committee members to support deleting the property tax provision from the bill.

    IT WOULD ALSO BE HELPFUL IF YOU COULD CALL THE GOVERNOR'S OFFICE. LEAVE A MESSAGE THAT STATES YOU ARE OPPOSED TO ALLOWING TOWNS TO IMPOSE THE PROPERTY TAX ON BOATS.
