Jig weight rating
When I ask this question, keep in mind I'm still fairly new with jigging. 
Lure rating on rods; ex: "Medium power with a lure rating of 4-10oz."
Let's say I tied on a 12oz. or even a 3oz. jig, what would happen?
Would it just take away from the action of the jig or what?
I never really understood that.

The short answer is that you want the jig to be matched to load your rod = most action. ChrisW proposed last year that for a beginner it is easier to fish an overloaded rod. I think that is the success of so many trevalas is that it takes very little to overload them, because the ratings are too high.
If the rod is underloaded, you just have to work the rod more to impart the action you want, because you don't get the snap from the rod action, so you have to give it the snap.
My opinion is that a properly matched set up is best, that is why I am having a 200g rod built for lighter jigs and grouper fishing (if someone will ever finish it? Hint, Hint) Currently I am fishing rods rated from 300-500g. A 240g jig will load a 300g rod just fine, but on the lighter 160 and 200g jigs, I have to work a little much to japanese jig.
For yo-yo east coast jigging, none of this matters.
