I like your take on this but come on........Comparing Reagan to obama.........Different times, different intent.....Reagans call for disarmament was an end to a cold war. obama, is a call to enlightenment. Although we're not currently engaged in a vast military struggle with the Soviet Union as we were during Reagan's time, during the Bush Administration relations with Russia were at an all time low ebb to the point that many on both sides of the isle forecast a renewed cold war.
Obama's intent, actually his stated intent, was to reset the relationship with Russia which had so frayed under Bush. This new treaty, if it's every ratified in the Congress, would go some distance towards resetting that relationship as it would enhance the security of Russian, in particular, and the U.S. to a somewhat lesser degree.
Of all the things that we don't need in today's world it's an irrationally combative Russia or even China. Despite the fact (I'll call it a fact) that we'd "win" a nuclear confrontation with either or both no U.S. administration has been willing to enter into a nuclear confrontation since the Cuba missile crisis precisely because of the unthinkable damage that might happen here.
So, the option is then to wrangle with one another rather than have an all out fight. There's no end of the sh*t Russia and China could cause us if they wanted to do so around the world. It's best to get along.
