Fished Summer Fluke alot of years, but due to the new Fluke regulations I would like to target Winter Flounder more. With no Minnows, what imitation would work best and should I continue to use a double hook rig?

I don't know about up there but down here Gulp baits work well.

Winter flounder don't have much of a mouth or any teeth to speak of so baits like to Gulp! aren't going to work.
For the blackbacks you want to use small pieces of sand or bloodworms, or little strips of clam or mussel. Hooks have to be small, think #2 not 2/0. You also need to chum hard and heavy with clam and mussel to draw them in. Your local shop should have logs of flounder chum and pre-tied winter flounder rigs.
If you do use mussels make sure you have proof of purchase as last year the CO's were really going after people and at least up north here it's a crime to pretty much touch the mussels.

Thanks Live I never thought of using clam for either speices of Flounder. I usually work two rods with clam for Stripers anyway. I will knock down the hook size on one rod and target both. Thanks for the good advice.
