It's a Yellow and Black Argiope - Writing Spider. They are 100% harmless to humans & they eat tons of bugs.

The one you showed is female, we have a bunch a of the males around our dock & boat, that's why I looked them up. The males look different, but are still pretty big.

Not sure what it is about this year, but my place is covered with spiders as well.
Maybe it is the Queenstown epidemic
I think I saw one of those on my shed yesterday
Amazing how many bugs they catch in those webs

I don't know what the rest of the bay is like, but the N.E. River & all the areas close to it are loaded with spiders. All kinds, recluses, wolf's the size of small race cars, the black fuzzy ones & black widows. My house is a about 100 yards from the bay & is loaded up with spiders. There is usally about 100 of them on my porch every morning. I have to power wash the house 2x a year to get rid of the webs & spider poop. The boat is 10x worse.
