Sounds like a bottom rig to me. The snap is to attach your weight, your hook attaches to the loops, and the barrel swivel to your mainline.

i've been looking into it more, but i just want to be clear.
so what exactly would i use it for? what kind of fish?
both hooks lie on the bottom though, correct?

That rig is commonly used for bottom fishing, surf fishing and pier fishing.

the purpose of the loops is to keep the baits off the bottom and moving freely. the weight is to provide an anchor.

This type rig is mostly used with cut bait.

Where you gonna be fishing? If you're on the East Coast from GA to VA, get some shrimp or bloodworms for bait and go for it. Spots, Pompano, trout, whiting, etc. MMMMMMMM......get the grease hot and get ready for a fish fry man.

They certainly aren't useless. Do you mean freshwater Trout and bass, or Sea Trout, and Stripers?

If saltwater, this is a great rig in the surf or off of a pier - and you'd certainly have a shot at a trout or striper - try some cut shrimp, blood worms, heck even squid

For freshwater - try worms - or heck even canned corn - caught many sunfish on corn.

They're used for perch and crappie rigs also. Ive caught thousands of yellow perch in the great lakes on rigs just like that. The smaller mono rigs (probably 20lb) hes talking about literally have 2 loops tied in the line to tie snelled hooks in with a loop to loop connection. 2 hooks with an emerald shiner through the lips drop it to the bottom 2 cranks of the rreel handle and let the waves do the rest. Ive even hooked walleye on the perch on the way up.

If using them in the brine, mud minnows also work on them. Hell, a mud minnow works on anything!
