Turns out that the U.S. did the following to the Guatemalans:

1) Induced the Guatemalan authorities to round up prostitutes, test them for syphilis and then recruit them to have sex with prisoners and mental patients.

2) If that didn't infect them they created wounds on the flesh and even the penis and poured cultured syphilis germs directly into the wounds

3) If that didn't work they filled syringes with the syphilis germs and injected them directly into the spinal cords of the victims.

4) The victims were then left untreated and the course of their disease was closely monitored and noted until they either died, spontaneously remitted or were driven insane by the infection.
