What i dont get..is why is it "paid for" i am a contractor and never ,never pay for anything beyond whats already been completed..for this very reason.

I would consult a lawyer immediately. The builder probably spent the money your father paid somewhere else and doesn't have the money to finish the project. This happens quite often in the housing industry.
I am a boat builder. Most boat builders work on time and materials with a builders % premium and a draw schedule base on phases of completion. I can't understand why your dads boat is paid for with none of the big ticket items in the boat ie motors, ect. I hate to say that your dad should have not let it go this far. I would have to assume that the builder used your dad's money for other projects. Given todays economy I am sure the builder does not have the capital to continue construction. The builder is probably not a large company so I hope the contract can be enforced. Get a good attorney to look at the contract.
But remember nothing from nothing leaves nothing. At the least collect your hull and other assets you paid until you get some answers. Good luck....
These are the type of reasons I said he shouldnt be posting this on a public forum there may be issues or agreements between his dad and the builder he isnt aware of and he would be bad mouthing a builder for no reason. In case some of you havent noticed he deleted the post that started this thread. Im wondering if maybe he spoke to his father and found some information regarding the situation. Time to let this thread die.
