I just wanted to drop a quick note on a really good service company for obtaining any series of Captains Licenses and other coast guard required documents. I just finished my up grade to Masters Near Coastal with Sea School and their classes are top notch: http://www.seaschool.com/
Teachers are all past coast guard instructors and really take the time to teach you right. I took the class in Annapolis and had my up-grade in 3 days. They also offer a good drug testing program and offer other services that captains can use to help the documenting process go smoother.
