Rainy Day Dumbness

This got started due to rainy day insanity I think but it could be entertaining. My boss and I were talking about GPS's and he said what good is a waypoint if there is no map or land around. He said you're out in the Ocean and there is nothing around but you have a waypoint. What's up with that? I said well there could be a wreck of edge there, or a place where two currents come together , gave the usual answers and then I said or it could be where a bait ball is. This is where it started.

He said wait. What do you mean bait ball, what it that? So I tried to explain that when a group of Marlin or Sharks get together the run the bait into a ball so they can eat. He said it isn't bait is a round school of fish. It's not bait unless you put a hook in it. I then showed him some pictures of bait balls. He again said it ain't bait until a hook is in it. That is just a picture of a school of fish that are in a circular shape. We went back and forth for afew minuntes. Laughing and carrying on. Did I mention he is not a fisherman?

I said when you go fishing and see a school of small fish people will say look at all the bait in the water. HE said that is just stupid you don't go into the woods and see deer and say wow look at all that meat. You have to shoot it before it's meat. Again we went around and around. I guess lingustically he is correct, but he is ignorant of our fishing vernacular. Usually I will say bait fish which takes care of everything, I think. So here's the question -

Is a school of small fish called bait, or simply small fish?

A deer on the hoof is meat, a school of tuna is meat, a babe in a bikini is meat, so I don't see why a ball of fish can't be bait
