Nobody seems to care

Watching Lobstermen on my TIVO, I noticed something that I find sad. No one seems to care about the rules or the other guy- even the commercial captains.
The lobstermen don't clear the area on time when it's time for the draggers to come in the area.
The freighter captains don't give the boat engaged in fishing the right of way.
What's the sense of having rules if everyone breaks them ?

That is what happens when you insert "commercial" into any maritime activity, particularly fishing. It's a business and no one wants you interfering with their business, whether they're abiding by the law/rules or not.
