but, I have the option of using a mesh bag--which the price would be $39.99
If I choose the first price I would use my standard packaging---so let me know what as fishermen you would rather see bag or cheaper price?
Of course cheaper price is always nice but me personally would like to have the bag to stow it in. It would help keep the boat clean and organized. Just my .02.
The reason I would buy it without the bag is I already have tons of different storage contraptions for my offshore stuff. Everything from tupperware to riggin buckets to mesh bags. Seems like an option with or without the bag couldn't hurt. You could use the same storage bags for different lures and chains and offer the bags for the said difference to those who may not have them already. Holwachagot.
Those metal cedar plugs look like they would work well.

I would package it both ways because, as you see there is a difference in opinion. Are you selling the mesh bag or whats in it? For some, I can see the mesh bag is a good deal. For me,the bag means nothing. I would just wind the rig up and hang it with all the rest of my mess, so that I can find it when I want it. It nice to have everything nice and neat but , its like rigging your boat, we all want our boat rigged like we want it. If the rigs work and I'm sure they do, people will buy them regardless if they are in the mesh bag or not.
