You can also get a sheet of pink foam board insulation from Home depot or lowes cut pieces to length and width and laminate them using spray flue or elmers to the thickness you need. then its just a matter of carving it down (hacksaw type blades is the safest for her)sand it smooth with course paper.
This is how we did alot of conceptual models when studying masses in Architecture School.

Tuna Beware, how are you going to get a 25' shark in the front door of the school. I guess you could use the loading dock off the cafeteria.
My input is (do not laugh) chicken wire. Shape the wire, Then pull the paper mache in the holes of the wire. Use a paper cutter to cut the paper mache into half sheets. I would built this in the garage. 25' will eat up living room space quick. good luck. What a cool project

Thanks to everyone for the great ideas and explanations. I think we are going to go with the paper mache which was the first suggestion and sounds like the easiest and is something she can do with a little assistance. Flat I like you idea of building it to scale 25' so if we can get enough paper together we are going to use my boat for the form. That way it will be on a trailer and will make for easy delivery to the school. I can just park it near her window for her teacher to see and grade. So if anyone has any extra newspaper laying around let me know, I think we will need it.
