I hate to admit it, but you're pretty close to being dead on. Frank

Also seems like he is making a pretty stipid investment in his business decison hiring this wacky. Gonna hurt his business in the longrun if this wacky does crappy work.
Yeah,
I have see that from a few guys over the years.
You work with them, things are great..so they say.
Then when something comes up, no calls, no contact.
or you get. yeah we have to get together, i will stop down.
been busy, let me call you back...blah , blah blah.
or
Like you say they go to a different guy...
And like you say, Most times lesser quality service...which is really funny
It happens, Some guys are just like that i guess.
What you explain is why I stopped working for Companie's along time ago. Caterpillar taught me that lesson well. While they didn't let me go or hurt me directly, I saw them let several branches of 100% dedicated worker's go. All without notice, almost all had many year's of service.
The sad truth is this type of behavior is being accepted as normal now. I don't buy it, not interested in it. My GrandFather was one of the most honorable men I've ever known. He never signed a contract in his life that I'm aware of. His word, his hand shake was his bond. Way better than his signature on a piece of paper!!! Know why? He couldn't read his own name and wasn't able to write it. Guess that's why he wasn't corrupted by the then "modern" world and that day's way of doing business.
I'm cut from "the same stick" as he was. His example is what I've strived to be. Honesty, Loyalty and Integrity are thing's that should never be questioned in a man. If I have to wonder about anyone of those thing's, it just time to move on. Frank
