    inspected vessel question

Does any one know or have experience running with 'a little more weight' than the stability letter states, if so what are the consequences.
If caught do the rip your license on the spot, or is there a fine system for first offenses??
I have a friend running a small supply boat, I told him the best bet is to make 2 trips if the load is over the stability letter but we cant find anything on line about fines or punishements for breaking a reg

Thanxs for you time in advance
