need help in getting a screen shot and placing some text boxes on it so i can transfer it into a document so i can show the city dept were the problems exist

I used Google Earth Pro. Their Licensing agreement prohibits any commercial use, such as real estate brochures. just passing information, not judgement

Assuming you know how to take a screen shot, open in paint, etc (which it sounds like you do) then I think Google Earth should work fine. If you live in a rural area, it may get blurry at high zoom levels, otherwise, I think you should be all set.
Just use print screen to print file and use any number of programs such as paint to add the text boxes.
You can get a better picture if you first go to the "View" menu on GE and turn off the sidebar, toolbar, compass, etc so you just have mostly image on the monitor. Then Prnt Scrn save that. "Paint" works well for adding text.
I use Corel's Paint Shop Pro to do it, but thats just because I have the software already and use it to crop all the photos I put up on the blog.
