Excuse me for being dumb, but what is the TWIC card?

I have seen a lot of people on here talk about this TWIC card, what exactly is it? I am currently trying to get my Capt.'s liscence and is this some thing that I am going to have to get as well? What does it do for you? Other than give you a head ache when you try to get it.

Faced the same group of pissed off folks in Va several weeks ago. What a Joke! How about I just give TSA the $135.00 buck and we call it even. The card will do little for Homeland Security.

Got mine a while back. I found conflicting opinions about whether the mate on a charter boat requires a TWIC? Can anyone provide a website that officially addresses this question? The USCG issues a Merchant Mariner document for a MATE, but I don't think this document (or a TWIC,) is necessary to serve as mate on charter boat. Thanx if you've got a good website.
