I have heard instant mashed potatoes (uncooked) work ,good luck
fish roe, ground up bunker, oatmeal, mashed potatoes, et. al. It has to be small and you cant just dump it in there, it will get stuck in their gills. How are you catching them? I hope the answer is not cast net as 90% will die from bacterial infection, the net takes their slime off and that is their immune system. Purse seine is the answer...

Are you talking menhaden or shad? They are two different animals as far as feeding.
A menhaden will eat only phyto and zooplankton where a shad will eat the above mentioned products. For menhaden, the only thing I think you can do is keep them in nutrient rich waters and hope for the best.

In NC...menhaden and shad are synonymous.

True, but they do not eat the same things. I have only caught two or three menhaden hook and line(probably just swimming by with their mouths open) but have caught numerous shad on a hook. Whether you call a fish what it is or not doesn't determine what it's going to eat.
