    I agree with you. But I guess it is a necessary evil. I do some work with OC's parks and rec dept. volunteering with kids. I have to be in a drug testing program for them. The USCG does not recognize it because they would not report any violations to the owner of the boat I work on (ME and My Father!), so I have to belong to the Consortium too. Oh well, just another hoop to jump through.
