Ok, I'll stir the pot a little for some moral debate.
First the reports all were generated from a bunch of Peta types. Even if they are accurate, consider the following:
It is a compleatly different culture in the Indo-pacific,
apparantly the dogs were strays and a nusense,
Would it be ok if dead stray dogs were used as bait after killed by the local authorities,
Would the cute puppy symapthy be the same if it were live sewer rats used for bait?
What about live coyotes ( if they were there), big ass lizards, chickens, or even Tuna?

The real world with different cultures often seems cruel to our Western, Posh, Walt Disney watching society

Wonder how a Harp seal would work for Shark bait?
