    A handful of states, including Massachusetts, California and Rhode Island, have started drawing up rules and procedures to determine where in the ocean certain activities can take place.

    According to a report in the Washington Post, the federal government is considering adopting a similar approach, though any effort would involve sorting out the role of 20 agencies that administer roughly 140 ocean-related laws.

    "It's really an idea whose time has come, and it's one of my top priorities," Jane Lubchenco, chair of the National Oceanic and Atmospheric Administration, told the newspaper. "By focusing on different sectors, nobody is paying attention to the whole - in particular, the health of the system."

    I don't understand. How is this either good or bad for anyone? Are there any more details to the story?

    Environmental groups have been pushing sancturay policy for years. The idea is to block off large areas as no fish zones. They even are pushing to exclude large areas of the Chesapeake from recreational fishing by creating an Aquatic National Wildlife Refuge.

    Before you sign on to anything like this, understand that we will have no say in where the closures will be. In other words, we could be excluded from all the artificial reef areas or even the canyons.

    Here in oregon we have been fighting OO who is funded by PEW. They wanted only 17% of the coast lines as Marine reserves. Well this hapened to be 80% of the presently fished areas, the rocky reefs where the fish are. We managed to limit the MR's to two small areas for test areas. They are willing to take money from all other government agency's including schools. With the current economic climate there is not enough money to fund current government programs. This is giving us an edge to fight this Land Grab. Using no take reserves instead of fisheries management tools is a mistake!

    The Fisheries within Oregons teritorial waters are doing very well now. Limits have recently been increased for both rockfish and lingcod. In federal waters we have two fish that are depresed stocks, Canary rockfish and Yellow eye rock fish. The original recovery plan was 70 years due to their slow groth potential. Last year after the stock assessment the plan was 40 years ahead of schedual. Why the rapid change? The previous stock assessment methods were inadiquet at best. They are pushing a solution looking for a problem!!!
