Sounds like your bilge switch on you dash is in manual mode or else the switch is bad.

Anthony's Ark is a blowboater
it has an internal sensor instead of a float...
I cked the switch with a meter and it is good
it is wired black to ground,,,brown is to the manual side of the switch,,,,,,and the brown white is the the auto side.....I thought the switch was bad inside also but when i cked it with the meter there is power to the man. side only and nothing to the auto side..then switched to auto and power to the auto side only and no bleed through the man. side

it won't matter which leg because both get a seprate 12v even if switched, so if the bilge was working right and you switched the brown lead and the brown white it would only change__ auto would be working with the switch in manual and the manual would be working with the switch in auto mode. I tried that too just in case I was missing something

My forward bilge pump is auto-sensing. It kicks on every two minutes for a second, then shuts off if it doesn't sense water. I don't believe there are any adjustments for it. Not positive it's the same model you have but, sounds like it could be.
Good luck with it

I have a small 12v light with gator clips on it just to trouble shoot electrical proplems that I cant figure out. I start at the helm and work my way back, it has never let me down.

What do you mean by "runs all the time"? Does it turn off when the switch is OFF? If not, then it's a switch or wiring problem. Did you reverse wires at the switch, or are you just guessing what would happen? Does it run with the switch in both op positions? If so, remove the pump and hook it up to a separate power source; alternately connect the wires and see what happens. Turn the pump in all directions and see what happens (if the pump is a Rule-Mate, the auto side will operate for some seconds after the float returns to rest).
Sorry, my $ is on a wiring problem rather than two bad pumps ..
