Try Flitz polish on a power wheel. That should get rid of the chalky oxidation (aluminum oxide) and get you as much shine as the tower has left. I then would consider clear coating it. After that all it will need is soap and water. My friend clear coats his tuna tower and riggers every 2 seasons. They look brand new after 7 seasons in the Bahamas.
