It's actually "no taxation without representation"

Representation being a basic right in a democracy, not taxation.

it was a joke.......point being in the original post that the first four guys drank as much beer as everyone else. but with no representation without taxation..........they would have no voice in deciding how the money was spent. not the worst idea i ever heard though i wouldnt agree with it cause money aint everything and all CITIZENS deserve a vote
