    11. Where will the money go?

Fees collected by the National Saltwater Angler Registry will go to the Federal treasury. They will not be designated for any specific purpose. In the case of anglers who are automatically registered when they buy a state license, money paid to the state will be used for purposes determined by that state. If you have a saltwater fishing license, call your state department of natural resources for more information.

As far as I know, any state that has a compliant license program in place by Jan 1, 2011, will keep any fees they levy in the state.

The feds will not get any additional $ from you.

MD will have a "free" registration via phone and web. In other words, there won't be additional license fees because of the new program.

What are other states doing? Have their been fee increases for licenses?

The 15-25 is only charged if the states do not collect the registry information on behalf of the feds.

In MD, DNR will take care of the collection, and there will not be a 15-25 fee.

You are correct that 2010 is free everywhere, 2011 will start the federal fee in states that do not have their own program in place.
