ballyhoo are 1 of the most eaten baits / food sorce for most gamefish from blue marlin to yellowtail snappers. you can chum them up on almost any patch reef and catch them 1 by 1 on hair hooks or pop a net on them. when throwing a net some oats or patato chips crunched down into crumbs get them excited and they forget to look for the net...(must be the preservatives and trans fat..).. the ballys have a lower jaw beak that is very strong and if you take the hook and run it straight down inside the mouth at the base of the beak and lay your hook shank flat on the beak the small piece of copper wire can be twisted around both and only needs to be long enough to twist towards the tip of the beak and hold the mono leader down (also keeps the weeds from getting stuck) you cannot pull these fast so if they look like they are water sking ...slow down and just bump one after another in and outta gear.. we did this all day yesterday and seen another 4 fish, dolphin and a bunch of cut offs and 1/2 ballyhoos .. they are easy to rig and they will start flipping out of the water when fish approach them ..hence telegraphing the bite... I use these baits on freespool and clickers on the reel and just clipped in the riggers on lite clips so almost a small piece of weed will pop them out. sailfish can feel a clicker so it is important to pay attention to your baits and get on the rod as fast as you can to feed them. I also like to mix in a live bullet bonita, gog, tinker or speedo short rigger or flat line and sometimes I put out a daisy chain of colored squids just to piss off or catch some fishes eye... these baits are also great to put off your rigger when fishing a kite. you can speed up some every once in a while and even skip them across the water if you see a fish not far away also.. some people and I do this also use just a short piece of straw like a soda straw and slide it down over the line / hook shank and bally hoo bill instead of useing copper wire... I find this sometimes cuts off thier water flow and they die faster .. hope this helped..
