WTF is up with these throwbacks?

So fishing off of MD is pretty horrible right about now to my knowledge.

One of my neighbors caught 100+ flounder not ten, one hundred flounder in the bay.. Guess what, not one, not ONE keeper.

Went to the Poormans today on the "Press Time" Thanks Luke and Jason..

9 Yellowfin and so help me if the ones we were throwing back were 25 inches.. One <45lb'er though

Whats going on here?

WOW, 100 flounder and no keepers.
It is my belief that they send divers down and measure all the flounder. Then they set the size limit 1/2 inch bigger than all the fish in the bay. Not sure how they do this, but
It is what it is.

Cant have big ones without the little guys..
There has been a Strong showing for the Fish year
From the Amazing Mahi run, to the insanity of the YFTs this past couple weeks... Lots of smaller fish, but thats good if you ask me!
As for flounder.. Its cause all those hook and liners are keeping 15" dinks...
