Winter Fishing

Ok guys, seeing as my cashflow is a little tight for the next 2 months (damn interest rates), my offshore fishing is done for the year. So I was wondering what type of fishing is available in the lower bay and around the CBBT during the winter months? Species? Fishing tactics? Locations? Again, any information is greatly appreciated. Have the fall striper season to look for but am hoping to start planning some trips after that cools down up here.

EDIT- Also, anybody know the licensing requirements? Do they offer a non-resident boat license?

Stripers wer on most of the winter in the Ocean (inside 3 miles), we got good flounder through the end of Nov off the wrecks, Tog, Sea Bass, and Tile fish all winter.
