The essence of the statement is that we need the money generated by a saltwater license to fund fishery research. The Pew Organization and the Ocean Conservation Network are funding science that supports their postion. Since this is the only scientific info availabel , it become the best available science that fisheries management is based on. Therefore the federation believes that the license fee should be used to fund fishery research.
