Certified scales ?

I just read an article about a guy who caught a state record crappie. He went to 4 tackle shops that did not have a certified scale . He finally found one. Link to article is below. It makes me wonder how many tackle shops do have a certified scale.?

It was hard enough to find one in Ocean City, MD. Its tougher in a lot of places. Even tournaments. Sometimes they "calibrate" to each other but still not official "certified" ... We now carry our own...

We certify our digital scale with the Division of Weights and Measures and the IGFA every year. I don't understand why anyone wouldn't get certified it's not expensive and is good for business. So far we've weighed a handful of world records.
