State regulations for a species can be different than federal regulations. For example NJ state regs for sharks is 2 fish per vessel over 48 inches while the federal regs only allow one fish over 48 inches per boat. Which is it and does it matter where it was caught, that is, in federal or state waters?

Bubba Both are right. the state regulates out to 3 miles and the fed beyond 3 miles.
