    De Facto Gun Registration Scheme Proposed in Maryland!

    House Bill 517, introduced by State Delegate Emmett Burns (D-10), would have drastic effects on the sale of ammunition in Maryland. HB517 would require ammunition manufacturers to encode a serial number on all ammunition for regulated firearms (handguns and “assault weapons”) sold in the state and register the ammunition to the purchaser. Only shotgun ammunition is exempted. All non-encoded ammunition privately possessed would have to be disposed of by January 1, 2009. HB517 would also create an extensive and intrusive database on all ammunition purchasers.

    Ammunition sellers would be required to submit to the database, the name and address of all ammunition manufacturers and the serial number of all ammunition. Also collected in the database would be information about the purchaser of ammunition, including the name, date of birth, driver’s license number, serial number of ammunition purchased, and “any other information the Secretary (of State Police) considers necessary.” This database would be funded by a five cent per round tax on encoded ammunition, significantly increasing the cost of ammunition.

    By raising the cost and burden on ammunition manufacturers and dealers, this bill will likely drive the firearm business out of the State of Maryland.

    The House Judiciary Committee and the House Ways & Means Committee have scheduled HB517 for a hearing on Tuesday, February 26. Please contact the members of these committees and respectively urge them to oppose this dangerous bill and protect your Second Amendment rights.

    Dont think you are safe even if you dont live in Maryland

    Arizona, Tennessee and Washington States have all recently introduced similar bills. all are currently reviewing the merits of these bills.

    Hawaii has just this past week defeated three of these type bills all relating to serialization of ammunition.

    THEORETICALLY, I can see where this could POSSIBLY make sense, but only if EVERY ammo dealer in the country were involved. It would make it difficult to purchase ammo illegally, assuming they would do a background check, and would deter the selling of ammo to criminals because the ammo could be traced to the original buyer. But, what good would come out of this bill if MARYLAND IS THE ONLY PARTICIPANT?

    THIS IS JUST ANOTHER POORLY THOUGHT OUT POLITICAL PLAN TO "PREVENT GUN VIOLENCE". IT WILL HAVE NO POSITIVE EFFECT, AND WILL ONLY RESULT IN LAW ABIDING MARYLAND CITIZENS HAVING TO JUMP THROUGH MORE LOOPS THAN THEY ALREADY DO.

    THESE DUMBASS LAW MAKERS NEED TO REFOCUS THEIR ATTENTION AWAY FROM LAW ABIDING CITIZENS, AND FOCUS IT ON THE LOWLIFE SCUM THAT WALK THE STREETS.

    STUFF LIKE THIS DRIVES ME INSANE. PLEASE, RESIDENTS OF STATES LIKE NJ, MD, NY, ETC, ETC, PLEASE, VOTE SOME ONE INTO OFFICE THAT CAN CHANGE SOME OF THESE INSANE LAWS AND STOP TRYING TO PASS MORE INSANE LAWS.

    Dont you think the criminels would figure out how to reload. not to mention makeing a demand for black market amunniton. Its just like saying criminals only use registered guns when they commit crimes.

    Did you read where it would be funded by a 5 cent per round charge. That's an outrage. Make it legal for citizens to protect themselves and there would be less gun violence, period.

    I hear ya Dennis. The increase in ammo prices is absurd, and you know the money wouldn't be used in a way that would do any good what so ever. And, yes, those gangbanger pricks would find a way to get their ammo.
